Don't you want to see the Witch-King giving Mordor an Angmar-style makeover? Compare the Witch-King's destruction of Arnor to Sauron's failed invasions of Gondor. It's clear that as well as having a more interesting character and being a Man, not some intoxicated spirit, the Witch-King has vastly, vastly more Dark Lord potential...
