These two quotes sprung to mind...

Like Obloguy I cant take anything like 'The Tolkien Companion' or anything else written by David Day serious!! But I have always felt certain that Shadowfax went over the Sea. The two quotes above argues on that point, I think. Secondly Shadowfax is stated in LOTR to be one of the Mearas, desendted from Nahar, the divine horse of Orome - that speaks for that Shadowfax was allowed to sail to Eressea or Aman. Thirdly he was probably the most valuable possesion of Gandalf at the end of the 3rd Age - And I think he had pretty big word to say ;o)
