I would say Narya, for all the power he had and the things he accomplished they would all have been for naught if it were not for Narya's power to strengthen the hearts of the free peoples, that they would find it in themselves to oppose Sauron as they did. For example: Had Gandalf not been at the Battle of the Pelennor Fields perhaps there would not have been enough courage among the defenders of Gondor to withstand the Witch King and his armies.
