Oh! My bad! I don't know about Sting in Osgiliath, but I do know that when the company is surrounded by the Moria-orcs in...well Moria, Frodo's sword fails to glow, even with a few thousand orc faces a few feet away! That was what the comment above was meant for. My bad. But the book said that Sting glowed brightly when orcs were near, and then it dimmed as they fell farther behind.
