Peter Jackson needed to explain to us about Elves, Men and Dwarves, and their conflicting points of view, and that was included in Elrond's speech, changing the character in the process. But without that speech, half the audience would be wondering about the difference between Men and Elves, and they wouldn't know that the small bearded men were Dwarves.
