That's what my mother thinks (er, sorry to bring my mum into this...), and I must say that the same idea occurred to me as well. Goldberry herself described Tom Bombadil as being 'the master', whatever that implies. I'm not saying this theory is likely, but Tom just strikes me as being of divine origin, though I could not say how. He's among my very favourite characters; right up there with Sam and Old Man Willow ironically.
