By far Sauron.
If you exclude Morgoth and (maybe) Ungoliant, none of the others can compare to him. Saruman and the Balrogs a little because they were maiar as Sauron, but Sauron was the most power of them all and his malice was only clouded at the beginning because he was a servant of Morgoth. |
