Tolkien The Greatest Elf of Middle-earth?

Who would you consider the greatest Elf of Middle-earth? Elrond, Legolas, Celeborn, whoever?

My answer would be Elrond. He was in the Last Alliance (reffered to as LA) and he is Lord of Rivendell, the Last Homely House East of the Sea. Other factors: He DID lead armies under Gil-galad, is the Keeper of one of the Elven Rings, is perhaps the most wise ones of Middle-earth (reffered to as ME) and was in the White Council.

And you could say Gil-galad was the most important. He was in the LA, was one of the greatest Elf lords of ME, had contact with Numeanor in his reign, and was keeper of an Elven Ring for a while.
