See, my first guess was Moria because of the "man who came to the wall,
ִ̣̣̣̣̣̣̣ ִ ִ to my gate came once weary wanderer." Then I thought The Might had it with Caradhras (Redhorn) because Moria has neither a garden to look over, nor is it high up in the air. But then, Moria technically isn't the walls of Caradhras...

So, since it's not Minas Ithil (another one that made sense to me) my guess is with Gil-Galad on Gondolin, literally because of the sixth stanza alone.

Stars have been hidden, darkness will return,
ִ̣̣̣̣̣̣̣ ִ ִ seven times stronger the darkness will come.
There was the man who came to the wall,
ִ̣̣̣̣̣̣̣ ִ ִ to my gate came once weary wanderer.
Verily, was it just wisdom he sought? Or more? -
ִ̣̣̣̣̣̣̣ ִ ִ victory's key was what I gave to him.


Seven gates...
Tuor wandered there...
The Gondolindrim were saved by Tuor and Idril... if not precisely victorious.
