The Legolas of Gondolin that you are talking about is most definitely a different person. Tolkien re-used names quite a bit, and for a Green Elf, Legolas would be a very common name, since it means "Greenleaf."
I'm assuming that Legolas is just a little (little by Elven standards) older than Arwen. I don't think he's younger, because I've always thought of the Evenstar as being the youngest of the Elves, or one of the very youngest.
