When they escape and reach the barge, and look back at the Rider who was chasing them. Scariest moment, I reckon. At this stage it's not about some evil guy looking to do battle and conquer the world; it's simply mysterious terror.

I agree. I think that this scene really helped scare the viewers, and in a good way. It helped the Ring-wraiths seem so much more real and deadly, and when they reach the barge and look back I'm always just glad that the hobbits are safe... for a short while
An intense scene, one that helps bring what the hobbits were feeling then to the viewers, and does a good job of it.
