When doom approaches the halls of silent kings: This presumably refers to Aragorn fulfilling the prophecy of Malbeth the Seer and entering the Paths of the Dead to hold the Dead Kings to their oath.
The great waves follow the promised words of old: Breakers (great waves) following oath (promised words of old).
