But isn't Shire more specifically in relation to the country? (Or rather, it used to be - these days there are large cities in English -shires.) In West Australia, at any rate, a local government district can be called "city of", "town of" or if it's in the country "shire of". (For example: City of Perth, Town of Vincent, Shire of Goomalling.)
