From an earlier private conversation that you and I had, you know of my awareness of Saruman's involvement in the Shire early on as per Unfinished Tales. I have indeed based both my posts in this thread as well as my entire On Patrol RPG on the inspiration I received from Unfinished Tales. Hence the underlying premise of Saruman's henchmen (whom I referred to as "smugglers" in the RPG) causing trouble along the roads. Thank you for pointing out that literary basis here.
