Yes, I tend to use Noldorin and Quenyan interchangably when referring to language, myself.
I believe the tomes bound in mithril are written in Quenyan, using the Tengwar characters. My prediction is that Tallas will deliberately have chosen to use such a rareified language so as to minimise the risk of the information falling into the wrong hands. Of course, that fact that Naiore is herself Noldorin nobility who hails from ancient times means that she easily reads, writes and speaks Quenyan (her mother tongue) and so can understand the information recorded.
