I guess you might argue that he hadn't yet crossed that line "in his heart", but I would still disagree. After the scene we're talking about, he trudges up to the Cracks of Doom, presumably still on his way to toss it into the fire. He only finally, ultimately succumbs at the very end of his quest. Are you claiming that he could use some measure of the power of the Ring without actually putting it on?
