Is 'I hunger still' Ungoliant?

They are indeed; they're also on a theme.
1. Here we are held in bondage.
2. Black is my blame.
UNGOLIANT - I hunger still.
DENETHOR - The West has failed.
5. Now I cannot forget them.
6. My pride has fallen.
7. My dread is beyond enduring.
It's part of Denethor's monologue to Gandalf when he's trying to set everything on fire. I didn't even remember that Frodo says it too.
