The three rings of power were originally given to the elves and I don't know how Gandolf ended up with one of them but we can assume it's because the elves trusted Gandolf greatly and respected him more than any other. Anyway I'm very sure it had to be a kept a secret between the elves and himself only. I get the feeling that Gandolf never really trusted Saruman or approved of him ever becoming the leader of the white council, so it could have been that Gandolf himself told the elves not to entrust one of the greater rings to Saruman.

Gandalf's ring was originally given to Cirdan of the Grey Havens.
