I found this in the BD encyclopaedia:

Great pillars rock at the southern end of a narrow, deep ravine through which the Anduin river rushed. Each pillar was carved in the shape of a great stone figure, a silent king, sitting upon a throne based in the waters of the river. Each king held its left hand out, palm forward, warning travellers from the north that they entered the realm of Gondor. In each right hand was an axe. On each head a crumbling helm and crown.
The great figures had been hewn in ages long ago when Gondor was a new kingdom. The kings were carved in the likeness of Isildur and Anarion, the sons of Elendil.
