Well, I guess since he created 'em all, he know them all the best, so he's right, but... the greatest male elf was definitely Fingolfin. If I tried to write all the reasons why he is the best, it would take many lifetimes. So, since I'd rather live and do other things [img]smilies/wink.gif[/img], you'll either have to read the Silmarillion or take my word for it.
