So are we not going by the rules you posted, because they say from 6 to 4 players you are still allowed two hurts and a heal, so long as the hurts are given to different characters (no double-hurts). Or by "each", is that actually what you meant- that one is only allowed one hurt for each character, rather than one hurt for each Barrow-Downer.
