To me Legate is Cirdan, since nobody else in M-e could be as knowledgeable. Cirdan lived through all the ages, he saw and knew all, and as such would be best fit Legate. Plus, Legate has an Elvish appearence.

I also thought about Pengolodh, but he is more a linguist.
