Hookbill
did dress up as Tom Bombadil for Oxonmoot a couple of years ago. You can see photos of him as Bombadil in a couple of old Downers. Though, when not dressed up, Hookbill doesn't remind me of Ol' Tom, more like Pippin or maybe Merry...
