Exactly.
But then again, we are not as fortunate as we would be in a normal game - in this game we need every clue we can get and the mutineers deny us our clues by failing to send in the kill.
(If they're doing it intentionally, I say it's not fair unless it backfires and we get to reduce their numbers without them killing us.)
