I think we shouldn't artificially bring the list up to 20. If there are 15 Valar (including ol'Morgoth) so be it.

And that goes for Orcs, for instance. I don't think we will find 20 Orcs with anything like a distinct personality in LOTR+Hobbit. So we just list all we remember and so be it, IMO.
