I also am in Gwaihir's camp -although I would never want the fate of Middle-Earth to hang on my diligence!
Thranduil would be my third and Elrond second. Indeed the first paragraph of the chapter on the sindar in the 1977 Silmarillion is devoted to how Melian lifted the Elves of her and Thingol's realm to the highest of any community of Elves outside of Valinor.
