Volo the cobbler. Yet, while she may
seem helpful in doing this, in reality there wasn't ever much information to take from
Volo. She even states this:

Why analyse if what he thought wasn't all that relevant? Perhaps she is a balrog just trying to confuse us...
She votes for
Gil only for the sake of avoiding a bandwagon. She doesn't really seem to have a strong case against
Gil in the first place. All she says is:
