Sam was at first Bilbo's servant, and then when Bilbo leaves everything to Frodo, this means Sam now becomes Frodo's servant. So, you'll notice that Sam calls Frodo always 'Mr. Frodo' or 'Master.' What's really interesting is Gollum actually calls Frodo 'Master' as well.

Still i do not understand why he has to call him "Master"... i used to work as a gardener a time ago. I never called my boss "Master"...
... but may be it was different "back then" (i know it is not a time that really existed... but i always think of all of this happening in another time).
