Don't know where ever you got that information from.
Homely is exactly as it sounds like and creates a nice, lovely feeling (even in America)....pleasant, welcoming...etc.
So, if I would say
'this is a homely place' I would be saying it's pleasant/calm/tranquil...etc and it reminds me as if it were my home.
