I don't believe that Tolkein himself ever drew a complete map; there is a book called The Atlas of Middle Earth, by Karen Wynn Fonstad, and it is an excellent piece of work. She and her husband used Tolkein's writings (The Hobbit, The Lord of the Rings, and The Silmarillion) to draw up the entire atlas. I'm sure that it is very accurate; I believe it was written (drawn?) with the blessing of Christopher Tolkein.
