Right-- I still do not know. And I don't have time to go looking for the answer.

For now let's assume that the Inn is in one of the lower circles. Wherever the inn is, Mellonin's parents live in a poorer part of the city, lower down from there. I think.

That will (at least) be consistent with the beginning of the book.
