Basically, in that case there are three villagers and two wolves left which means that the wolves need to make yet one kill in order to win, but if it's Day, any Cobbler that wants to play safe votes for themselves, the two wolves add their votes on the poor Cobbler and by the nightfall, there they are with two ordos against two wolves, so the baddies win. If it's a Night, the wolves will get their victory after the Night's kill, that's how it usually goes.
