I'm pretty sure that in this case that the wolves would win(in fact I'm really sure
). The Cobbler is just there to mess with everyone's heads, since they, like the ordos in the game do not know who is who. The Cobbler is pretty much on their own team and doing what they must to "help" the wolves, but they wouldn't count as part of the wolf team in the end. Hope this helps a little.
