The Emyn Beraid, 'Tower Hills', marked the western boundary of the Shire. On them were 3 Elven towers built by the High-elven Exiles after their return to Middle-earth in the Elder Days. The tallest of the towers had a special palantìr. It looked only over the Sea, and had been set there by Elendil the Tall in the late Second Age, for him to gaze at Eressëa and Eldamar. At the end of the Third Age, it was put on Elrond's ship by Cìrdan and passed over the sea to Eldamar.
