My assumption is that if the Eagle were to show up initially, then Gandalf would have hopped a flight out of Isengard before we got to learn more about Saruman and the machinations of Orthanc. A bird may have been a better choice, but as we have the evil crebain showing up later, that might have been a bit too confusing (good
and evil birds?).
Remember that PJ endeavors to keep the story moving (pace) and simple.
