He said something about 'his time of setting things aright was over' and it was their due to arrange and order. T.A. ended, and the time of noon of men was come, and hobbits, being mortal, are men too, so I assume that with the fall of Sauron Gandalf's legitimity to meddle in all affairs of Middle-Earht ended too, as well as with the One Ring destroyed all the rest of them lost their power.
