I believe that the time of day would be just before the setting of the sun, later in the day. This is not very important, but, since no one has yet established a time of day in their posts, you may make the time of day whatever is most convenient, and the rest of us will use that as it applies. Just to clarify further, the seige has, in fact, been raging for weeks, and the Angmar host has been sweeping over Arthedain for a little over a month.
From what my sources tell me, I think I made a slight error in the proposal I submitted to you. Fornost was first attacked in the late, late winter of 1974, but it was evacuated in early 197
5. The timeframe of the game is innacurate, since it would place the events of Arvedui's fall in the wrong year. The Appendices are a bit vague about this, but I think that 1975 is the year the game would take place, whereas 1974 was the year of the Witch-King's big ol' invasion.
