i thought it was sauron himself that delivered the ring to the dwarves...
im not sure if this has been answered by someone else but i think the reason why gondorian soldiers were more afraid of the soldiers was because a) they were so close to mordor and the ring wraiths
are stronger there, or b)the hobbits and innkeeper didn't know as much about the black riders so they didn't know what the ring wraiths could do
