I've also wondered about why he didn't just go over the hill and check the actual residence of "Baggins." Also, if this was such an important mission, and I can only imagine the retrieval of the One Ring would be exceptionally important, why only one Nagzul in the Shire? Even if they were to deal with things quietly it would have made sense to split the Shire up.
