Narsil was wrought by Telchar as you say, but the exact time is not known. It was rescued and brought to Middle-Earth by Elendil before the Downfall of Numenor in 3319 of the Second Age. Narsil was extremely sharp, and extremely well-made, and it was born by Elendil until his demise in the Battle of Dagorlad on the slopes of Orodruin. It was here that the sword was shattered, but Elendil's son, Isildur, took up the hilt-shard and cut the One Ring of power from Sauron's hand. The sword, and and all its pieces, were then taken by the Dunedain to the northern kingdom of Arnor. There it was said that the sword would only be remade "...when the Ring, Isildur's Bane, was found."
When the Ring of Power was finally found in the Third Age, and the Fellowship had been decided upon in Rivendell, the sword was again made by Elven-smiths and handed to the rightful heir of Isildur, Aragorn, son of Arathorn. So in accordance with the prophesy of old, the sword was remade and named "Anduril," which means 'Flame of the West.' Aragorn then bore it through the entire quest of the Ring, and at the battles of Helm's Deep, Pelennor Fields, and the final engagement before the Black Gate of Mordor, Morannon. It remained in the line of Aragorn indefinately.
