It's both - you decide on the final parts of the storyline, what needs to get done to get you to the ending you want. List them out as an outline, then take a realistic look at it and decide how much time you need to allot to each section.
It becomes a schedule for you to follow to bring the game to a timely end.
At this moment, I don't know what your intentions are for the end of the game - what signals that the game is over? Or how close are you to that goal.
