In short, it says that Arda itself is Morgoth's "Ring," and he will only be completely destroyed when it is destroyed. While it exists, his evil still exists, and forever taints it. Thus, Arda is commonly referred to Arda Hastaina ("Arda Marred"). This is yet another sign of the taint that his evil left behind.
