My understanding of the 3 rings it that they, not the wearer were invisible to all but special cases, such as Frodo.<P>This is based on THe Mirror of Galadriel passage were sam sees no ring when Frodo does. <P>So I infer from this conclude that ll three bearers of the Elven Rings were under nornal circumstances wearing and using them, unbeknownst to those around.
