Well, if you look at it, the character development is huge in TTT. The first movie more or less introduced characters, "Killed one off" and such, and by the breaking, each person in the fellow ship really sort of gets their own story. Pippin was far more of a comic relief in the first book than in the second, if you look at it. You know, Boromir was shot down in front of him, he probably grew up a bit after having been through the whole well incident. Pippin doesn't HAVE Gandalf or strider or fven Frodo to lead. I think both he and Merry, being around eachother so much, will finally seperate in terms of "Character."
