I think that you are reading way to much into this. I don't think that it was intended at all. Perhaps other people in the fellowship noticed that Boromir was starting to become focused on the ring, so they tryed not to let him be in charge of Frodo at any point in time. That might explain Caradhras. Or they might have just each grabbed 2 random hobbits both times. When Boromir protected Merry and Pippin from the orcs, he didn't know where Sam and Frodo were. It wouldn't make any sence to go running looking for them when Merry and Pippin were right there about to be killed by orcs.
