In the Council of Elrond what are they going to do? You need to know about Tom to understand what they talk about, about how it doesn't affect him and why they won't give it to him. You have to meet him to understand that, and it will make a large rent in the fabric of Tolkiens' work if they just cut that out with no explanation.
