While biographers assure us that JRRT had tried to shop the Silma. around during the early stages of its composition, they also point out that once LotR was a valuable commercial success (by the mid- to late-sixties, if I recall), the publishers were eager to publish any more ME stuff Tolkien would give them. Despite his "rather desperate" desire to get Silma. out and to "complete" his tale, the biographical consensus is that JRRT did not in fact undertake the serious work of putting it all together. This is why Silma. took so long to emerge and why CRT's hand is so readily evident therein.
Btw, if you were prepared to acknowledge that
