Look at the words of Elrond: "This is the hour of the Shire-Folk, when they arise from their quiet fields to shake the towers and counsels of the Great. Who of all the Wise could have foreseen it?" This is a powerful message; that the least among us can do the most. And bears repeating, over and over, throughout history. There are many excellent themes in LoTR, but this is the most important one.
