Yes, but in the Third Age, the Mer-People were vaguely aware of the existance of Hobbrim, rather like the Elves are vaguely aware of the existance of Hobbits, but really didn't pay much attention to them, thinking it "beneath them". (Remember what a snob Levanto was about Hobbrim in the beginning?)
Now I have a question: In the beginning of the story, Kali was all alone, right? This was Fourth Age???...riiigght??? Well, we settled the origin of Hobbrim, but we haven't really covered where the Hobbrim went in the Fourth Age, have we? And when we go back to the Fourth Age, are Hobbrim still "gone missing?" or have we changed history in some way that they aren't all scattered now? (Birdie is really going to have to go back and read over this again.)
