Rose and the merman were following the shadow underwater. It seemed to be tracking the the ships.

Rose was lagging. "Hurry up" the merman called back to her.

"It's my dress. It's not exactly easy to swim with it." She finnaly got fed up with this and decided to pull off her under skirts leaving only the top one. She was now able to swim better.

And perhaps her friends would not mistaken the white as sea foam. It might be a sign to them that she was still alive.
